GCC is a leading French company in construction and public works, managing hundreds of employees across multiple sites every day. In a sector particularly exposed to illegal work risks, the group engaged Fasfox to develop a bespoke solution based on Staff Dispatch (a collaborative platform for planning and controlling personnel and equipment). This solution automates and secures the compliance checks for employee documents. This case study explains how we achieved that.

Our mission was to support GCC in designing, developing, and deploying a comprehensive solution to fight illegal work, working closely with their legal and IT teams. The objective was to create an integrated system capable of automatically verifying the validity and compliance of all worker documents across the group’s sites.

Challenges

GCC faces a major coordination challenge with dozens of sites operating simultaneously across the territory. Each site employs variable teams depending on project progress, generating a continuous flow of new subcontractors whose documents must be checked before they start work.

Processing this large number of employee-related documents daily (national ID cards, residence permits, work authorizations, qualification certificates) represented a significant administrative burden. Time-consuming manual checks introduced human errors and did not guarantee systematic and reliable verification. These checks were sometimes performed by staff not qualified for the task.

In a strict regulatory environment, GCC faced administrative and criminal sanctions if it failed to perform required checks. The lack of systematic traceability of verifications was also a major vulnerability during labor inspections.

Added to these difficulties were the heterogeneity of control processes across sites and the absence of a centralized tool, which prevented a global view of compliance. This situation complicated the implementation of a uniform policy to fight illegal work across the group.

Staff Dispatch is an automated document verification solution that uses artificial intelligence to analyze and verify identity documents, residence permits, and work authorizations in real time. It is a SaaS solution developed by Fasfox, fully customizable to meet GCC’s functional needs. The AI detects forged, expired, or non-compliant documents while providing full traceability of checks performed.

To enhance security, Fasfox integrated the solution with the Neoaxess access-control provider, enabling strengthened site access control. A premium service also offers human expert review within 15 minutes when there is doubt about a document’s authenticity.

Given GCC’s specifics, Fasfox integrated Staff Dispatch into a complete ecosystem with specific workflows tailored to identified needs. This bespoke solution combines automated document analysis with GCC’s existing management systems, creating a validation workflow that directly involves decision-makers on site.

To streamline deployments across the group’s sites, numerous features were developed to facilitate onboarding of new sites, such as importing employees between sites without manual re-entry.

The technical implementation includes individual dashboards for real-time site supervision. Operational staff can instantly scan documents from their workstation. Administrative teams can consult analysis results in real time and export data as needed.

This integration enables secure archival of supporting documents and generation of regulatory reports, creating a coherent, high-performance digital ecosystem.

Among the deployed features are OCR analysis of administrative documents (employee documents and company certificates), automatic import of employees between sites, and validation workflows (manual or automatic) depending on cases (new arrivals, expired documents, etc.).

The solution also integrates access control via badges and turnstiles with Neoaxess, conditioned on document compliance. A competency management module restricts access to certain areas according to authorizations. A safety onboarding workflow ensures that each worker receives a briefing before entering a site.

Architecture : Secure hybrid cloud solution

The solution relies on a secure hybrid cloud architecture combining a relational database with regular backups to ensure resilience. It provides high availability and reliability tailored to GCC’s needs.

A Django API connects the database and the web interface. It supports long-running asynchronous tasks (document processing), scheduled automation (emails, exports), and automatic ingestion of documents received by email through a dedicated service.

The architecture also connects to the VisioAxess API for real-time access control via turnstiles. All components are secured with end-to-end encryption, multi-factor authentication, and separated public/private cloud environments.

The solution relies on a robust security infrastructure guaranteeing confidentiality, integrity, and traceability of data. Access is protected by mandatory authentication, including SSO connected to Microsoft Entra for centralized identity management.

Passwords are hashed and salted, and an RBAC system enforces least-privilege access. Sensitive documents are stored on a secured S3 server with time-limited access links; all data is encrypted in transit and at rest.

Automating document validity checks now ensures 100% verification of employee documents across all sites. The solution produces a complete audit trail of all checks performed, creating an indisputable history for audits and regulatory inspections.

Harmonizing control procedures across sites eliminated disparities. Immediate detection of risk situations and real-time alerts improved operational responsiveness.
