A regulatory order that applies, or doesn’t, depending on the département

A QSE manager preparing a tender response needs to know whether a prefectoral order issued last month changes what applies on that particular site. It won’t turn up in the labour code, and general legal-monitoring subscriptions rarely carry it either. Someone has to find it, confirm which version is in force, and match it to the exact situation, today, that happens text by text, by hand.

When the model answers with confidence and gets it wrong

Demonstrations run smoothly on national codes, which are well digitised and stable. They falter on local orders, internal circulars, and recent amendments: the model cites an article repealed six months earlier, or merges two adjacent texts without flagging it. A wrong answer delivered with the same confidence as a correct one is harder to catch than no answer at all.

A defined scope and a source that carries authority

This only works with a bounded corpus, the texts the company actually needs to track, no more, and someone accountable for keeping it current: a lawyer, a compliance lead, or a named monitoring provider. Without that scope and that owner, the system indexes everything and makes nothing more reliable. Building the tool before settling this question just automates a search that was already unreliable by hand.

The lawyer still signs off on the reading

The compliance lead keeps the decision to apply or set aside the text identified; the tool speeds up the search, it does not sign the interpretation. On ambiguous cases, overlapping rules, a contested text, the system flags the uncertainty rather than resolving it.
