After a few years of bidding, a construction or industrial firm has answered dozens of tenders: technical proposals, sales arguments, project references, already-costed alternatives. These documents exist, but sit in network folders organised by year or by account manager, under file names that say nothing about their content. Finding the paragraph on asbestos removal written for a 2022 lot means remembering who wrote it and where they filed it.

The risk of outdated content copied straight across

A standard search tool finds files without understanding their content: it cannot tell a still-valid argument from a passage that names a subcontractor you no longer use or a certification that has since expired. Lost search time is the lesser problem. The real risk is retrieval that works: a passage surfaces quickly, gets reused, and nobody checks whether it still holds. A team burned once by this tends to stop trusting the tool and goes back to relying on memory.

Sorting the winning arguments before indexing them

The system is only as good as the base it draws on. That means someone has already separated what genuinely contributed to a win from what was filler, and a named person keeps that base current. Skip this sorting and indexing an entire file server just automates the existing mess.
